Chinese expansionist move is becoming a real Danger for whole world, day by day .They are ready to break any international Law/rules at their will , if it suits them . Are real jealous and hypocrites. Follow one set of rules for themselves and another for rest of the world.Their only strategy is ,how to expand their area of influence.
Example : Indo - Himalayan border, South China sea SEZ and related maritime disputes.
To create new balance of power theory ,Chinese have created Dummy States to threats world in the form of North Korea and Pakistan . North Korea is there to threat & contain, Democratic countries like Japan, South Korea and other south East Asian countries like Vietnam, Laos, Cambodia, Thailand, Myanmar, Malaysia, Indonesia, Philippines, Brunei, Coco- Christmas islands.
Where as Pakistan is there to contain & pose threat to another democratic country India . They encourage Pakistan to train & harbor terrorists in their land , so as to export them to south west Asia & to whole world , to destabilize the countries to their gains.
China’s constant opposition to India’s membership of the NSG, opposition to UN sanctions on Jai Sh-e-Mohammed Chief, Masood Azahar , and the China-Pakistan Economic Corridor are well known concerns of India.The South China Sea is also of great importance & concern to India for its Trade through SCS sea lanes .
Secondly, India believes that the disputes and settlements in the South China sea is going to be a deciding / approving factor for international maritime law , because , Hague Tribunal’s verdict on the South China Sea was virtually rejected by china . It will now be interesting to watch how china behaves with littorals states .New Delhi feels it's her duty to take a stand on this issue for freedom of navigation and commercial access as scripted ,in the UNCLOS.
Contain India, is top priority of China's foreign policy & for this china is over willing to use well known card / tool i.e. Pakistan - against India to keep India busy with Pakistan so that in Asia, no body will be there to challenge China.
Tit for Tat Policy is the best option for India. So it is in India's interest to develop close strategic and Defense tie ups & friendship with South East Asian Countries, specially Vietnam , so as to counterbalance and contain china in SCS. Stoping China at SCS is a strategic requirement which shall prevent Dragon to enter in Indian Ocean Region(IOR) .
Vietnam is one of the most important country in this region , with whom India has got age old friendship. Jawahar Lal Nehru, first meet with President Ho Chi Minh in Hanoi ,way back in 1954. India always supported Vietnam cause & supported independence from France, opposed American involvement in the Vietnam War, and supported unification of Vietnam.
Indian Prime Minister Narendra Modi’s visit to Vietnam in last September was very useful , considering the fact that this has laid foundation for strengthening links and relations with Southeast Asian countries through his “Act East Policy.” Defense cooperation which will be the most important pillar of cooperation between the two countries, received a jump with Indian PM announcing a new $500 million line of credit for Vietnam to facilitate deeper defense cooperation.
Both countries also agreed to tap the growing economic opportunities in the region and recognizing the need to further deepen and strengthen the defense and security cooperation's. Indian MEA said that the visit by Indian PM has set a “new benchmark for India-Vietnam ties which will take the relationship to a whole new heights .
in above scenario & to balance China , India decides to train Su-30 fighter pilots of Vietnam .To this effect an agreement was signed between both sides 12th Dec , 2016 between Defence Minister Manohar Parrikar and his Vietnamese counterpart General Ngo Xuan Lich, who is visiting India on a three-day visit with a large military delegation. Air Force of both the country uses Russian made SU-30 fighter aircraft's .
This decision is in line with the mile stone set by India's bold Prime Minister Modijee for further boosting bilateral strategic partnership to comprehensive strategic partnership This is the second training programe arranged by India for Vietnamese Defense personnel's .Earlier to this Vietnamese Navy was trained by the Indian Navy in operating Russian-origin kilo-class submarines. India has already setup , satellite tracking station in Vietnam and jointly engaged in oil exploration in the disputed South China Sea.
Still on the cards are Brahmos cruise missiles. In principal agreement is there. Russia, too ,who is partner in developing Brahmos missiles has no objection for this.Vietnam, which is facing big territorial dispute with China, is interested to get these supersonic missiles as early as possible ,which can be fired from land, air and under water.
Both India and Vietnam are worried about China's aggressive behavior in the SCS region, so cooperation in military training, exercises and defence technology shall be immense beneficial to both the countries , India & Vietnam in the long run.
IF CHINA IS TO BE CONTROLLED & CONTAINED , A TIT FOR TAT TACTICS NEED BE ADOPTED.
